there a single, monolithic Buddhist moral universe in Burma? And are
all Burmese living and acting in it? Moral universe or moral universes?
The trouble with culturalist analyses of Burma is that they might end up with tons of reasons why the established order can't take necessary actions against religious-cultural agents and bigots--and by implication--why substantial intra-systemic reforms without external shocks is impossible or implausible.
It succumbs to cultural determinism which political scientists mostly try to avoid.
